Strategic Directions
The ministry and the Ministry of Public Safety and Solicitor General are recognized as national leaders in integrated justice systems and will maintain that lead by improving on strategic technology solutions in support of the governments five great goals. This will be achieved by the following strategies:
- Continue to align strategic technology solutions to the service plan and ensuring financial accountability through branch executive approval and sponsorship for all capital projects;
- Continued application of formal project management and business analysis methodologies on all projects to fully realize project objectives, minimize risk, ensure value, and achieve more project successes;
- Incorporate knowledge management, content management, collaboration and workflow technologies into applications to better manage information and records; and
- Focus on data sharing and system integration opportunities across aligned ministries, government, the broader BC public sector, and inter-jurisdictional justice partners and businesses.
- Enhance security by:
- Increased protection of assets and systems;
- Enabling the secure delivery of information and services
- Reviewing, monitoring and responding to user compliance and security events; and
- Updating the security governance framework
Major Projects
The following major initiatives will be delivered:
(a) Integrated Electronic Court
- E-court Project
- Supports the courtroom process with technology
- Includes the provision of back-end infrastructure for the case management system (e.g. electronic filing)
- Includes an exhibit management system and transcript production
- Court Services Online
- Provides Judicial access to electronic court documents
- Provides court clerk access to electronic court documents
- Internal Courts Electronic Document
- Enables electronic processing of internally generated documents
- Enables electronic processing of internally generated documents
- Evidence Presentation
- This provides portable technology to enable presenting electronic evidence
(b) SINGLE ENTERPRISE MODEL
- Violation Ticket Centre
- Enables centralized processing of all disputed tickets (not municipal)
- Enables centralized processing of all disputed tickets (not municipal)
- Academy of Court Administration
- Provides online blended training using a variety of web-based technology for distance learning

- Jury Management System
- Creates a province-wide application for jury management

- Needed for measurement of justice system performance
(c) IDENTITY AND ACCESS MANAGEMENT PROJECT
The project aims to improve security in three primary areas:
- Authentication - ensuring that only authorized users log on to Ministry systems.
- Encryption - storing and transmitting data in formats that are unreadable to unauthorized users.
- Digital signatures - enabling users to sign documents digitally in order to prove their identity and guarantee the authenticity of a document.
(d) FAMILY SEARCH 3
This Maintenance Enforcement and Location Services (MELS) system will track and manage all search request files and will:
- Assist the Search Team to access a large number of online databases, capturing information for return to enforcement officers.
- Provide a variety of tools to support the business including: demand letter generation; bring forward dates and referrals to Legal Services.
- Provide statistical and status reporting.
(e) PERFORMANCE MEASUREMENT SYSTEM
This Project will create a repository of performance information for justice programs and services. The system will use existing applications that support the core functions at the operational level as input sources. Data from these applications will be extracted and transformed into performance measures suitable for an Executive Information System and for a Public Accountability Framework.
(f) JUSTICE SIMULATION MODELING
The purpose of the project is to further develop and implement justice simulation modelling for the Ministries of Attorney General and Public Safety and Solicitor General.
(g) ENTERPRISE CONTENT MANAGEMENT (PHASE 2)
Implementation of Oracle Collaboration Suite Services such as:
- Web Document Management
- Web-based Workspaces
- Web Meetings
- Web-based Discussion Forums
(h) JUSTICE PORTAL
Develop a Citizen Centric Justice Information Portal
- Joint initiative of the Public Affairs Bureau, the Ministry of Attorney General, and the Ministry of Public Safety and Solicitor General
