Can my company register me as an in-house lobbyist?

No. All in-house lobbyists employed by a commercial interest must register when their lobbying activities become a "significant part" of their duties. It is also up to the in-house lobbyist to make changes to the registration, such as a change to the subject matter of the lobbying activity.
