The CLEBC course about the new Administrative Tribunals Act was presented March 3, 2005, in Vancouver. It was co-chaired by Robert Kasting of Stewart, Aulinger and Company and former Administrative Justice Office Executive Director Dianne Flood. The course attracted 87 participants, illustrating a high level of interest by legal practitioners in the (then) new legislation.

Dianne Flood began the program with an overview of the Administrative Tribunals Act (ATA) and how it works. A panel — comprised of tribunal chairs Jill Callan (Workers' Compensation Appeal Tribunal), Cheryl Vickers (Property Assessment Appeal Board), Paul Love (Mediation and Arbitration Board) and Elena Miller (counsel to the Labour Relations Board) — presented highlights of the ATA's impacts on their tribunals.

The luncheon speaker, UBC Visiting Professor of Law Hudson Janisch, provided a broader context for the reforms and supported the concept of a legislated procedural code, provided it was flexible and responsive to changes in the common law. George Copley, QC, and Lisa Cowan, both from the Ministry of Attorney General's Legal Services Branch, presented practical tips on practise and procedure in judicial reviews and when raising constitutional questions. Practitioners Murray Rankin, QC, Frank Falzon and Robert Kastings presented their thoughts and views on areas of constitutional jurisdiction, the standard of review and natural justice issues.
